The federal government mandates data collection on families receiving child care services funds, crucial for policymaking and funding decisions in California. The CDSS – Child Development Management Information System (CDMIS) fulfills this requirement, offering reporting tools for contractors. This section details CDSS – CDMIS features, including secure monthly data submissions. Note: Resource and Referral programs use a separate reporting system.

The following contract types should be reported in CDSS – CDMIS:

  • CalWORKS Stage 2 (C2AP)
  • CalWORKS Stage 3 (C3AP)
  • California Alternative Payment Program (CAPP)
  • California Migrant Alternative Payment Program (CMAP)
  • Children with Severe Disabilities (CHAN)
  • Migrant Child Care and Development Program (CMIG)
  • Family Child Care Education Home Networks (CFCC)

The Fiscal Year 2021-22 Funding Terms and Conditions include a new section on the Building A Better Early Care and Education System Act pursuant to Article 19.5 of the Education Code (EDC) [sections 8430-8439.8]. Although EDC section 8436 provides that a certified provider organization may request deductions from the subsidy payments of its provider members, there is no existing process for automatic dues deduction and there is no requirement for contractors to initiate or operationalize dues deduction at this time. The California Department of Social Services will issue guidance if and when dues deduction is required.

Child Care Family Fee Rate Calculator

CCDD has developed a Child Care Family Fee Rate Calculator that is to be used to calculate family fees during initial certification and recertification of families receiving subsidized child care. Please note that family fee collection will continue to be waived for all child care and development programs administered by the California Department of Social Services (CDSS) through September 30, 2023. In an effort to differentiate resources between the California Department of Education (CDE) and CDSS, the CCDD family fee calculator should be used when determining the family fees for the following program types:

  • CalWORKS Stage 2 (C2AP)
  • CalWORKS Stage 3 (C3AP)
  • California Alternative Payment Program (CAPP)
