Disaster Volunteer Programs

The CDSS leads California Emergency Support Function 6 (CA-ESF 6): Mass Care and Shelter for disaster response. In support, the Disaster Services Branch (DSB) oversees the Volunteer Emergency Services Team (VEST) Program and the Functional Assessment Service Team (FAST) Program. These programs offer state employees the opportunity to join a strong community of volunteers focused on assisting their fellow Californians when most needed. Volunteer Emergency Services Team (VEST)

VEST Logo - bear walking on the word VEST VEST members are California state employees who agree to be temporarily redirected to the DSB during an emergency or disaster response. VEST may be called upon to assist with mass care and shelter operations including support at emergency shelters, disaster recovery centers, or our Department Operations Center.

Requirements

  • Current employment with the State of California
  • Supervisor approval
  • Complete a Statement of Understanding (SOU)
  • Complete the 1-day VEST Certification course
  • Complete required training

Functional Assessment Service Team (FAST)

Functional Assessment Service Team Logo - hands doing sign language, stick person walking with a cane, disabled stick figure in a wheelchair, question mark FAST was established in 2007 with the purpose of training and deploying volunteers to emergency shelters. FAST members work to ensure that individuals with disabilities and/or access and functional needs (AFN) obtain the resources needed to live as independently as possible while at the shelter.

Requirements

  • Current employment with the State of California
  • Minimum 2 years of experience working with individuals with disabilities and/or the AFN community
  • Supervisor approval
  • Complete a Statement of Understanding (SOU)
  • DOJ Live Scan background check
  • Attend and pass the 2-day certification course

Getting Started

  • State employees will complete the volunteer interest form.
  • NOTE: If you are not a California state employee, please reach out to your county of residence to learn more about volunteering locally.
