The Trafficking and Crime Victims Assistance Program (TCVAP) provides cash assistance, food benefits, and employment and social services toeligible non-citizen victims of human
trafficking, domestic violence and other serious crimes services. The TCVAP is a state-funded
program and is administered by the Refugee Programs Bureau (RPB). RPB provides services to counties and
stakeholders throughout California to administer the TCVAP.
Benefits and services available through TCVAP include:
- Cash Assistance
- Food Benefits
- Medical assistance
- Employment and social services
- Referrals to other benefits and services available
To apply for TCVAP benefits, sign up at your local county social services office or apply online at BenefitsCal. Please visit our Get Services webpage for more information on how to apply.
Documents needed for Application:
- Income information if available
- For those that have experience human trafficking
- A sworn statement or other evidence of experiencing human trafficking.
- A sworn statement or other evidence that you are working towards becoming federally eligible:
- Letter from advocate, lawyer or other official stating you are working towards becoming federally eligible or working towards applying for a T-Visa
- Confirmation receipt for United States Citizenship and Immigration Services (USCIS) showing that you have applied for a T Visa.
- Copy of T-Visa application
- For those that have experienced other serious crimes, at least one of these forms:
- A copy of your U visa application
- Confirmation receipt that you have applied for a U-Visa
- Employment Authorization Document (EAD)
Program Mission
The TCVAP provides culturally-sensitive and linguistically-appropriate programs and services to assist crime
survivors in fulfilling their immediate needs, attain the skills needed for finding employment and becoming
self-sufficient as quickly as possibl.
