Returning Uncashed Day Care Home Provider and Sponsored Center Reimbursement Funds

By December 31st of each year, sponsors of day care home (DCH) providers or sponsored centers in the Child and Adult Care Food Program (CACFP) must return funds from any uncashed DCH provider or sponsored center reimbursement checks that are older than nine months.

EXAMPLE: Sponsors must return funds for any uncashed provider or sponsored center checks written prior to April 1, 2021 by December 31, 2021.

The U.S. Department of Agriculture (USDA), Food and Nutrition Service Instruction 796-2, Revision 4, Section IX E 2 j (1) requires CACFP sponsors to return unliquidated provider or sponsored center reimbursements to the state agency after the sponsor has made a reasonable attempt to determine why the check remains uncashed. The California Department of Social Services (CDSS) is then required to return the funds to the USDA.

Sponsors of DCH providers or sponsored centers must return uncashed federal and state provider or sponsored center reimbursements by check to the CDSS’ Cashier’s Office at the following address:

A copy of each remittance check and the information described below must also be sent to the CACFP Branch Program Integrity Unit by email at CACFPinfo@dss.ca.gov with the subject line “Attn: PIU Uncashed Reimbursement Checks”.

Each remittance check returned to the CDSS must include the following; sponsors may use the Uncashed Reimbursement Remittance form that includes all required information.

  • The notation of “Uncashed Reimbursement Check”
  • The sponsor’s full CNIPS ID number
  • The provider or sponsored center name(s)
  • The month(s) and year(s) covered by each uncashed check
  • The amount of each uncashed check
  • The funding source for each amount (either federal or state)

After the sponsor returns the uncashed funds to the CDSS, providers or sponsored centers wishing to reclaim the returned funds must request reimbursement directly from the Program Integrity Unit.

Federal CACFP regulations require sponsors to retain all program records for the current year, plus three prior years. Sponsors must keep CACFP records for any fiscal year in which they have uncashed provider or sponsored center checks for three years from the date the sponsor returns the unliquidated reimbursement funds to the CDSS.
