Comprehensive Prevention Plan Toolkit and Template

To support California's vision of prevention, counties, and tribes with a Title IV-E agreement with the state electing to receive State FFPS Block Grant Funds are required to develop a comprehensive prevention plan that takes into consideration the unique aspects of their families, communities, resources, supports and challenges. The comprehensive prevention plan is drafted, implemented, and monitored for effectiveness at the county level. The CDSS is prepared to support counties through this process to ensure a coordinated system of prevention services is available to all families in California.

What is the comprehensive prevention plan?

Per the requirements set forth in WIC §16588, county child welfare agencies and/or probation departments receiving the State Block Grant for the FFPS Program are required to develop and submit a three-year comprehensive prevention plan to CDSS by January 31, 2023.

This comprehensive prevention plan is a roadmap that outlines the services that the Title IV-E agency will provide that address the needs identified in the assessments completed by each Cross-Sector Collaborative. The plan must include primary, secondary, and tertiary prevention strategies. The tertiary strategies must align with the goals and objectives of FFPSA Part I. The plan is intended to be a “living document” which can be updated and adjusted as needs and priorities of communities’ shift.

What are the required components of the comprehensive prevention plan?

There are several required components to the comprehensive prevention plan. However, a county cross-sector collaborati ve may choose to include additional components. The required elements are listed in All County Letter (ACL) 22-23, a list of the components can also be found in the table below.

Who is responsible for completing the comprehensive prevention plan?

The county cross-sector collaborati ve is required to work in collaboration to complete the comprehensive prevention plan, the entity responsible for submission of the plan is the lead Title IV-E agency. A cross-sector collaborative can be any interagency team a county has chosen to create or leverage (e.g., interagency leadership teams (established via Assembly Bill 2083), interagency community teams, prevention planning teams, etc.), The goal of the county cross-sector collaborati ve is to ensure agencies that serve children, youth, parents, and families work together to develop a comprehensive prevention plan.

What foundational work should be completed prior to developing the comprehensive prevention plan?

Title IV-E agencies and county cross-sector collaborati ve partners may choose to complete the capacity assessment and/or the implementation guide (formerly referred to as the readiness assessment within ACL 22-23) prior to the development of a comprehensive prevention plan.

The purpose of the capacity assessment is to evaluate the cross-sector collaboratives motivation for change.
The purpose of the implementation guide is to ensure the cross-sector collaborative have completed the necessary steps prior to the planning and implementation process of the FFPS Program.

When must the comprehensive prevention plan be submitted to CDSS?

The deadline for submission of the comprehensive prevention plan is January 31, 2023.

After completing the comprehensive prevention plan what are the next steps for county Cross-Sector Collaboratives?

After submission of the comprehensive prevention plan, the CDSS will review the plan and either provide feedback or approve the plan. Once the plan is approved County cross-sector collaboratives can begin the implementation process.
