CalFresh E&T Framework, Mission, Vision and Strategic Goals

Background

The United States Department of Food & Agriculture (USDA), Food and Nutrition Administration (FNA) is the entity responsible for federal administration of the Supplemental Nutrition Assistance Program (SNAP), known as CalFresh in California. In accordance with the Food and Nutrition Act of 2008, each state must offer a SNAP Employment and Training (SNAP E&T) program. In California, the program is called CalFresh Employment and Training (CalFresh E&T).

CalFresh E&T is a voluntary program for people receiving CalFresh benefits. CalFresh E&T is overseen by the CDSS and administered locally through counties voluntarily.

Counties can design their CalFresh E&T program around population characteristics, in-demand occupations, service providers and available funding sources.Services may be provided directly by the county, and/or through contracted partner entities (such as nonprofits, community colleges, or community-based organizations) who provide services who are already providing services within their communities. The CDSS also contracts directly with third-party partner entities, known as state partners, to provide CalFresh E&T services throughout the state in coordination and with county approval.

Framework

The CalFresh E&T framework includes a vision, mission, and strategic goals that help define success and lay the core foundation for CalFresh E&T.These strategic goals are focused on a central vision to increase the employment and earning capacity of CalFresh recipients by maximizing their access to CalFresh E&T, supportive services, skills, and credentialing.
