Request for Application: San Diego Newcomers Project
The California Department of Social Services (CDSS), Refugee Programs Bureau (RPB) is pleased to release a Request for Application (RFA) for the administration of the San Diego Newcomers Project (SDNP) from January 1, 2027 – September 30, 2029.
The CDSS will administer SDNP through one primary non-profit grant recipient, who will implement the program in partnership with other non-profit subgrantees as approved by the CDSS. To qualify, non-profit organizations must be located in and able to serve eligible populations in San Diego County, must have at least five years of experience providing culturally and linguistically appropriate services to immigrant communities in San Diego County, and must meet all other requirements listed in the RFA materials linked to below. The SDNP supports the effective resettlement of refugees and other eligible populations through culturally and linguistically appropriate services while promoting long-term integration and coordination among local refugee resettlement agencies, community-based service providers, and the San Diego County Health & Human Services Agency. Services include the provision of Refugee Cash Assistance (RCA) and Refugee Support Services (RSS), including employment services, case management, and other allowable social services.
The SDNP funding period will run from January 1, 2027, through September 30, 2029. The CDSS invites eligible non-profit organizations to apply.

All applications must be submitted by no later than 5:00 p.m. PST on September 18, 2026. To be considered for funding, applicants must comply with all requirements described in this RFA.
The CDSS will conduct an RFA Public Briefing to provide an RFA overview and answer questions regarding the application process on August 27, 2026. Please find the relevant meeting details below. This session will not be recorded.
