Child Trafficking Response Unit (CTRU)

About Us

In addition to Senate Bill 855, other state and federal legislation created an interagency and multi-disciplinary team approach to provide collaborative prevention, intervention activities and services for CSEC that are receiving child welfare services through either a county welfare or probation agency. In many jurisdictions throughout California, these child-welfare interagency committees are collaborating with local Anti-Human Trafficking Task Forces--typically convened and led by District Attorney's Offices and/or other law enforcement agencies--to ensure children at risk or victims of CSEC are being identified by the systems they are coming into contact with and services are coordinated to help meet acute/crisis intervention and safety needs, reduce the impact of trauma, and support long-term recovery.

Although our primary focus is on CSEC, as is our mandate under statute, we are engaging in discussions with local, state, and federal stakeholders to explore a child labor trafficking response at the state level.

Vision

California will have a statewide, coordinated community response to prevent the trafficking of children and youth for sex or other labor and to serve children, youth and families impacted by human trafficking.

Mission

Our mission is to provide consultation, resources and support to public and private agencies in California serving children and youth at risk or victims of commercial sexual exploitation or other severe forms of trafficking.

Goal

Our goal is that all counties in California will have adequate funds, training, collaborative partnerships and service resources to address the needs of children at risk or victims of trafficking. We work toward this goal by providing technical assistance, leveraging funding for prevention and intervention programs, collaborating with internal and external stakeholders to efficiently address issues, researching California and national best practices and sharing them, and clarifying expectations for reporting to funders.
