California must report subsidized child care and development program data to the federal Administration for Children and Families (ACF) to receive federal matching grant funds, and to comply with state and federally mandated reporting requirements. CDD-801A Monthly Child Care Population Report and CDD-801B Monthly Sample Report meet these obligations. State and federal legislators use the collected information to shape child care policies and advocate for increased funds in underserved areas.
Agencies under contract with the California Department of Social Services (CDSS) utilize the CDSS – Child Development Management Information System (CDMIS) to submit the CDD-801A and CDD-801B reports. Additionally, agencies partnering with Family Child Care Homes have the option to upload their Subsidized Provider Report (SPR) through CDSS – CDMIS. The system also facilitates the maintenance of agency information for all participating entities.
The following contract types should be reported in this version of the CDMIS:
- CalWORKS Stage 2 (C2AP)
- CalWORKS Stage 3 (C3AP)
- California Alternative Payment Program (CAPP)
- California Migrant Alternative Payment Program (CMAP)
- Children with Severe Disabilities (CHAN)
- Migrant Child Care and Development Program (CMIG)
- Family Child Care Education Home Networks (CFCC)
- General Child Care and Development (CCTR)
Agencies will access the CDSS – CDMIS to fulfill reporting requirements and maintain agency information for their CDSS subsidized funding contracts.
The CDD-801A is the collection in which agencies that maintain a child care and development contract report specific information on all children enrolled in subsidized child care services. This report is required for all agencies that hold a child care and development contract for the duration that contract is active.
The CDD-801B is a collection limited to approximately 250 records randomly sampled from all CDD-801A statewide submittals for a given report period. The children reported in the CDD-801B are intended to provide a more thorough description of the children reported in all CDD-801A statewide submittals. Only agencies that are sampled for the given report period are required to complete this report. Agency directors will be notified of the requirement to complete the report once they are sampled. CDSS – CDMIS users can also view if the agency was sampled within the CDSS – CDMIS by utilizing the Input/Edit function for the CDD-801B.
Pursuant to Senate Bill (SB) 75 (Statutes of 2019), California must collect information regarding licensed and license-exempt family child care home providers to comply with state requirements. The Subsidized Provider Report (SPR) meets these requirements. The information collected from the SPR will be used by provider organizations for the purposes of collective bargaining, and by the CDSS and other state and local agencies for emergency response purposes.
The CDSS – CDMIS contains functions for agencies to update their administrative information. Super Users may request program director and executive director changes; report “No Services” for report periods; add and edit sub-agency information; enter site and license information; and add and edit other agency users.
