The Wraparound Immediate Needs (WIN) DRAFT Concept Paper

Description: This draft document, jointly developed by the California Department of Social Services (CDSS) and the Department of Health Care Services (DHCS), is a step forward in our collaborative efforts to implement California’s Tiered Rate Structure (TRS).

The document summarizes the current proposal for how the Wraparound Immediate Needs (WIN) program is designed to provide dedicated funding and improved infrastructure to ensure that children and youth in foster care have reliable, consistent access to High Fidelity Wraparound services. By intentionally braiding immediate needs funding with Medi-Cal reimbursement, this initiative seeks to reduce system silos and create a more responsive, integrated continuum of care.
