California's Commitment to Prevention

California has elected to opt-into the federal Title IV-E prevention program and submitted an initial state-plan in August 2021. Within the California Five-Year State Prevention Services Plan, the CDSS has articulated a broader vision for prevention services within the state. This vision is supported by prevention focused initiatives that have been in place for several years or are soon to be launched. California’s submission of a Five-Year State Prevention Plan and the establishment of the Family First Prevention Services (FFPS) Program through Welfare and Institutions Code (WIC) 16585 through 16589, reaffirms the state’s commitment to ensuring children, youth, parents, and families are offered an array of services and supports to improve overall health and well-being.

Candidacy Population

The FFPSA defines a candidate for prevention services as a child or youth who is identified in a prevention plan as being at imminent risk of entering foster care, but who can remain safely at home or in a kinship placement if eligible prevention services that are necessary to prevent the entry of the child or youth into foster care are provided. California elected to be broad with the candidacy pool, in keeping with the spirit of true prevention. Examples of potential candidates are listed in the table below; determination of candidacy will be based on an assessment of the factors that drives the need for intervention.

The ten (10) evidence-based programs chosen for California’s five-year prevention services plan are all well-supported evidence-based programs in the Title IV-E Prevention Services Clearinghouse.
