State Food Programs and Information
CalFood
The CalFood Program allocates funding to TEFAP food banks for the purchase, storage, and transportation of food grown and/or produced in California.
Diaper and Wipes Allocation
The Diaper and Wipes Allocation was established by the Legislature, through Item 5180-101-0001, Provision 28 of Section 190 of Senate Bill (SB) 108 (Chapter 35, Statutes of 2024) to allocate to specified organizations to fund diaper and wipes distribution for low-income families with infants and toddlers. The following Food Banks were identified: (Central California Food Bank, Jacobs and Cushman San Diego Food Bank, Los Angeles Regional Food Bank, Help a Mother Out, Community Action Partnership of Orange County, Sacramento Food Bank & Family Services, Community Action Partnership of San Bernardino, Redwood Empire Food Bank, Food Share Inc. of Ventura County, Food Bank of Contra Costa and Solano, and Second Harvest Food Bank Serving Santa Cruz).
Emergency Food for Families Fund (Tax Check-off)
Chapter 18, Statues of 1998 (Assembly Bill 2366), established a voluntary contribution check-off on the State income tax form to benefit the Emergency Food Assistance Program (TEFAP). The funds are intended for the purchase of additional food and must be from an outside vendor other than the food bank, and not to be used to replace food or funds.
One Time Legislative Grants/Gifts
One Time Legislative Grants are established annually by the legislature with counties/agencies receiving funding to improve capacity and to address any other needs in their region.
Emergency Food Bank Reserve (EFBR)
The Emergency Food Bank Reserve (EFBR) was established by the Legislature, through the Budget Act of 2024. EFBR was funded in the Governor’s budget (AB 161, Chapter 14.6, Statutes of 2024) to notify The Emergency Food Assistance Program (TEFAP) Providers, Commodity Supplemental Food Program (CSFP) Providers, members of the nonprofit organization Feeding America that are based in California, and members of the California Association of Food Banks (hereinafter collectively referred to as “Providers”) of the availability of State Emergency Food Bank Reserve (EFBR). Welfare and Institutions Code section 18995.1 established the State EFBR for the provision of emergency food to food banks serving low-income Californians to prevent hunger during natural or human-made disasters.
