CFSR Case Review Dashboard
The CFSR Case review dashboard is a tool that can be used as a quick look up to determine the percentage of county
strengths collected and reported in the CFSR Online Monitoring System (OMS) as entered in the Onsite Review
Instrument
(OSRI).
These data are from the State Rating Summary Report which display the County
performance –
California percent of
reported strengths
for each of the 18 Items in a given time period. For this release, the data were extracted on
April
24, 2020 for PUR Start Dates Apr 1, 2018, Jul 1, 2018, Oct 1, 2018, and Jan 1, 2019. The data are for all case
types,
all case review dates, all reasons for agency involvement and filtered by case status equal to case complete or
approved
and final.
The Dashboard contains four pages. Data can be filtered by county by selecting the county of choice on each page.
Each
page also displays the California PIP Goal percentage, the percentage of strengths for all cases and the percentage
of
strengths for PIP monitored cases where applicable for each of the 18 Items.

The CFSR Case Review Unit is housed in the Children's
Services Outcomes and Accountability Bureau. This unit provides programmatic guidance, training, technical
assistance, and quality assurance to county Child Welfare and Probation departments completing qualitative case
reviews.
The Federal Administration for Children and Families (ACF) provided guidance to states via IM-12-07 promoting the use
of Continuous Quality Assurance (CQI) including the use of case reviews. As a result of increased awareness of CQI
principles and the guidance from ACF, California began the process of building a case review process for Child
Welfare. In 2013, the Federal Administration for Children and Families (ACF) modified Round 3 of the CFSR to allow
states to conduct their own case reviews using the Federal Onsite Review Instrument (OSRI).
In August 2015, county Child Welfare Service and Probation agencies began conducting qualitative case reviews using
dedicated case review and quality assurance staff. The CFSR Case Review Unit began providing technical assistance
and a second level of quality assurance to ensure uniformity across all of the counties in the completion of the
instrument.
The CDSS views these qualitative reviews as an essential component to county and state CQI processes.
The 2018 Performance Improvement Plan (PIP) baseline was established by reviewing 159 randomly selected Child and
Family Services (CFSR) case reviews from twenty-three PIP monitored counties. The reviews were conducted between
July 1, 2017 through June 30, 2018-. Cases were reviewed utilizing the On-Site Review Instrument located here:

. The 159 cases reviewed included: 127 foster care cases and 32 in-home services cases. These cases have
received oversight from the Administration for Children and Families Division (ACF). The PIP measurement counties
are: Butte, Calaveras, Fresno, Imperial, Kern, Los Angeles, Marin, Nevada, Orange, San Diego, San Francisco, San
Luis Obispo, San Mateo, Del Norte, Tulare, Solano, Yolo, Kings, Lake, Santa Cruz, Shasta, Merced, Riverside. The
PIP baseline will be used to measure progress towards the PIP goals.

The CFSR case review data reports provided here represent PIP baseline and non-baseline data. The data was pulled
using the State Rating Summary Report feature in the Online Monitoring System (OMS) which is found on the CFSR
Portal:
