Lead Agencies must demonstrate how low-income working parents are protected by ensuring a 12-month minimum period of eligibility regardless of changes in income or temporary changes in the working, education or training status of the parents as long as the family’s income does not exceed 85 percent of the State Median Income for a family of the same size. The State shall describe the training and professional development requirements that are in effect within the State designed to enable child care providers to promote the social, emotional, physical and cognitive development of children and to improve the knowledge and skills of the child care workforce. Such requirements shall be applicable to child care providers that provide services for which assistance is provided. [CCDBG 658E(c)(2)(G)]
