This Management Bulletin transmits information from the United States Department of Agriculture (USDA) regarding the participation of emergency shelters serving homeless children in the Child Care Food Program (CCFP). Public Law 105-336, as amended, targets emergency shelters that provide homeless assistance programs for families in nonresidential settings. The shelter may be a public or private nonprofit institution that provides support to at-risk children and their families, such as shelters for families, battered women, and other facilities providing temporary shelter to homeless families with children.

Under the CCFP, emergency shelters may provide nutritious meals and snacks year-round to homeless children residing in these shelters. The emergency shelter must provide temporary residence to children and their parents or guardians. An emergency shelter is not required to offer formal child care as recognized by a licensing authority. However, they must have the appropriate inspections or permits to certify that all applicable state and local standards and requirements are met at all times.

Attached is a copy of the USDA Bulletin, APB: HCNP-99-03, "Participation of Emergency Shelters Serving Homeless Children." Emergency shelters are encouraged to apply to the CCFP as soon as possible. The CCFP requires receipt of an application at least 30 days prior to the proposed start date.
