This Management Bulletin (MB) notifies Child and Adult Care Food Program (CACFP) agencies of changes to the annual update requirements for continuing participation in the CACFP. This MB supersedes the Nutrition Services Division (NSD) Information Alert USDA-CACFP-04-2011.
Background
On December 13, 2010, President Obama signed into law the Healthy, Hunger-Free Kids Act of 2010 (Act) (Public Law 111-296), making many important improvements to the Child Nutrition Programs that serve millions of children.
Under previous requirements, the U.S. Department of Agriculture (USDA) required agencies participating in the CACFP to submit a full renewal application every three years (Base Year renewal) and submit a shorter renewal application (Update Year) in each of the two intervening years. Pursuant to Section 331(b) of the Act and USDA Policy Memo CACFP 19-2011, the NSD and California Department of Social Services' (CDSS) CACFP Branch will no longer require renewing institutions to submit Update or Base Year renewal applications.
New Procedures
Effective immediately, agencies will annually review all documents currently on file with the NSD in the Child Nutrition Information Payment System (CNIPS) and make any necessary updates to the agency’s information. Pursuant to Title 7, Code of Federal Regulations
, Sections 226.6(f)(1)(iv) and 226.6(f)(3)(iv)(A), agencies will also annually submit a budget for the upcoming program year via the CNIPS.
After an agency has reviewed these documents, the agency will certify that all of the required documents are current, or have been updated as needed by electronically submitting the agency’s Application Packet to the CACFP Branch via the CNIPS.
